She was born July 18, 1925 in Findlay to Edson Clare and Nettie Vilette (Peters) Hartman. On April 19, 1952, she married Robert A. Klepper.

Elsie was a beloved mother to her six children, Tanya Klepper of Franktown, CO; Kris (Shannon) Klepper of McCutchenville; Maggie (Vince) Noone of Parker, CO; Michael (Karen) Klepper of Tiffin; cherished grandmother to 13 grandchildren, great grandmother to her namesake, Elsie K. She was preceded in death by her parents, husband, sons, Daniel G. Klepper, infant son, R. Anthony Klepper, granddaughter, Francis M. Klepper, brothers, Kenneth and Roy Hartman , sisters, Miriam Saul, Ruth Reynolds, and Sara Gore.

Elsie was a member of St. Joseph Catholic Church and a graduate of Liberty Benton High School.  She worked as a welder with her sister in a munitions factory during WWII and later became a flight attendant for American Airlines.  Elsie shared her kindness, as a volunteer for many charities over the years and she was an avid golfer with two holes in one to her credit.
